We recognize the important services provided by our suppliers, contractors and consultants in achieving the goal of our mission statement. To assist in that process, this web site has been developed to provide all potential suppliers, contractors and consultants with information regarding the Authority's procurement activities. Procurement Process and Procedures for Roadway, Bridge and Facilities Construction Projects
The Procurement Department has finalized the bidding process and procedures that will be implemented for all future construction projects. One major change from the process previously used is that our projects will now be available directly from our website and not through a third party provider. Our customers will now be able to view advertisements and download our formal solicitations, view the “dynamic” Planholder list, be notified when an addendums has been issued and view bid results. We are excited about the benefits that will be gained by both our customers and us by having a more personalized process that includes direct communication and interaction between potential bidders and the Procurement Department.
We will, of course, continue to advertise our projects in the Orlando Sentinel as well as on this web site. In addition to the advertisement (Invitation to Bid), the Planholder list will be updated automatically once a registration is made and until the bids for the project are opened. We will also post the original bid items and quantities for informational purposes only. The list will not be updated after the initial posting.
Procurement Process and Procedures for Design Professional Services
The Authority's Procurement Policy defines Design Professional Services as services "within the scope of the practice of architecture, professional engineering, landscape architecture, or registered surveyor and mapper in connection with their professional employment or practice." This includes professional engineering firms seeking selection for construction engineering and inspection (CEI) services.
The selection by the Authority of a firm to provide Design Professional Services is governed by F.S. § 287.055, also known as the Consultants’ Competitive Negotiation Act or "CCNA". The statute requires that selection for such services be based on technical ability without consideration of price. Fees and expenses are negotiated with the selected firm and must be approved by the Authority Board.
Notices of Design Professional Services contracts are posted on this web site and are advertised in the Orlando Sentinel. The notices may also be run in the Florida Administrative Weekly and minority publications. Information regarding types of work, Letter of Interest submittal requirements and scoring, selection process and EEO/M/WBE requirements is included in each notice.
