BOARD MEMBERS

The Expressway Authority Board consists of five members. Three of the members are appointed by the governor. These members serve four year terms and may be reappointed. The current Orange County Mayor and the District Five Secretary for the Florida Department of Transportation are the two Ex-Officio members of the Board.

WalterKetcham Walter A. Ketcham, Jr., Chairman

Walter A. Ketcham, Jr. was appointed to the Expressway Authority Board on February 20, 2009, by Governor Charlie Crist. Born and raised in Florida, Mr. Ketcham received both his BBA and Juris Doctor Degrees from Stetson University and has been practicing law in Orlando since 1976. Mr. Ketcham has years of dedicated service to the state and local community serving as trial counsel for Orange County, the Orange County Sheriff's Office, the City of Orlando and the State of Florida. Currently, Mr. Ketcham is a practicing attorney and president of the Orlando law firm Grower, Ketcham, Rutherford, Bronson, Eide & Telan, P.A. He is a founding member and past president of the American Board of Trial Advocates-Central Florida Chapter. He is a current member of the Orange County Bar, the Florida Bar, the American Bar Association and the American Academy of Trial Lawyers. Mr. Ketcham serves on the Arts and Cultural Affairs Council for Orange County and has been invited to serve on the Florida Hospital Cancer Board.

Scott Batterson Scott Batterson, Vice Chairman

Mr. Batterson is a 3rd generation native Floridian and proud University of Florida graduate, who has practiced site civil design, development and construction in Central Florida since 1999. Currently he is a Sr. Project Manager at IBI Group. Prior to this Mr. Batterson was a senior-level manager for Professional Engineering Consultants (PEC), an Orlando/Central FL Top 15 Engineering Firm, founded by his father in 1982. He represents clients including property owners, developers, homebuilders, and design-build contractors in all phases of development for commercial, industrial, residential, and mixed-use projects focusing on scheduling, due diligence, design, permitting, entitlements, and governmental relations regarding the overall development process of property in Florida. His experience boasts multiple cases of successful representation involving land use, zoning, and other permitting entitlements in numerous jurisdictions including Developments of Regional Impact (DRIs), comprehensive plan amendments, zonings, special exceptions, variances, conditional use permits, as well as assisting in development agreements, development orders, annexation agreements, and concurrency approvals in the areas of school capacity, transportation, and utilities. He has supervised and directed a variety of teams over the years consisting of engineers, designers, technicians, engineering interns and administrative staff. He has proven successful time after time in overseeing the permitting design and plans preparation for site/civil related developments, proposal preparations, feasibility studies, budgeting, billing, client coordination, etc. while meeting demanding schedules. Mr. Batterson is also actively involved in a number of local community organizations and holds both elected and appointed positions in local governmental entities such as the City of Orlando’s Board of Zoning Adjustment (Vice Chairman), the Urban Orlando Community Development District (Chairman), Orange County Public Works Advisory Board, and the Florida Board of Professional Engineers.

Teresa Jacobs Teresa Jacobs, Secretary/Treasurer, Orange County

Orange County Mayor

On November 2, 2010, the citizens of Orange County elected Teresa Jacobs to serve as their new county mayor. Mayor Jacobs was sworn into office on January 4, 2011. Mayor Jacobs served as an Orange County Commissioner for District 1 from 2000 - 2008. During her eight years in office, she was elected to numerous state and regional boards, including:

Chair, East Central Florida Regional Planning Council (ECFRPC)
Member, Central Florida MPO Alliance
Chair, Central Florida Smart Growth Alliance (CFSGA)

Prior to holding public office, she served as President of the Orange County Homeowners Association Alliance (an organization that represented approximately 100 neighborhoods). Mayor Jacobs is known as a champion of ethics reform, school and road concurrency reform, and is a strong advocate of public participation in the governmental process. She will continue this important work, as well as leading many other initiatives when she takes office in early 2011. Prior to her political background, Teresa had a successful nine-year career in banking (she graduated Cum Laude from Florida State University with a degree in Economics). Teresa managed the bank's short-term investments and evaluated and approved the bank's investment strategies, earning profits while minimizing risk. Teresa and her husband Bruce have been married for 29 years and are the proud parents of Josh, Max, Lisa, and Chase, all now young adults.

Tanya Wilder Tanya J. Wilder, Board Member

Tanya Wilder joined the Expressway Authority Board on March 12, 2008, appointed by Governor Charlie Crist. Mrs. Wilder is a veteran public policy strategist with more than a decade of experience working with local and state governments. She brings to the board a proven track record of managing the complex issues associated with a key infrastructure industry. Wilder leads external affairs efforts in Central and North Florida for Peoples Gas System and its parent company, TECO Energy, Inc. Peoples Gas is the state's largest natural gas distribution company, serving most of Florida's major metropolitan areas and beyond. Mrs. Wilder serves on the governing boards of both Take Stock in Children and Goodwill of Central Florida. As a graduate of Leadership Florida, Wilder is also active, presently serving on the Leadership Florida Institute after a two-year term on the organization's Board of Regents. She is a past board member of the State Tax Reform Task Force and the Orange County Industrial Development Authority. Wilder is an Orlando native and is dedicated to helping the county in its quest to meet the increasing demands on its transportation system.

Noranne Downs Noranne B. Downs, P.E., Board Member, Ex-Officio - FDOT

Secretary, District Five
Florida Department of Transportation

Noranne Downs joined the Expressway Authority Board in October 2006 when she was named District 5 Secretary for the Florida Department of Transportation. She was named Secretary Treasurer of the Expressway Authority Board in January 2007. As District Secretary, she is responsible for all Florida Department of Transportation operations for the nine-county Central Florida area. Ms. Downs has been with the Florida Department of Transportation since 1991. She received her registration as a Professional Engineer in Florida in 1987. She is a 1980 graduate of Southeastern Massachusetts University at North Dartmouth with a degree in Civil Engineering. Ms. Downs also serves as a board member for LYNX.
